Personal mobility, the
degree of ease with which distance can be traveled, is one aspect
of modern life that is frequently taken for granted by a society
accustomed to the conveniences of modern travel. However,
for many residents of Allen County, personal mobility may be restricted
by a number of factors beyond their control, among these being
limited income, advanced age, physical impairments, and access
to transportation specifically adapted to meet their needs.
Thus, public paratransit plays a key role in linking the mobility
limited to jobs, education, health care, and cultural/recreational
activities.
The Americans with Disabilities Act
of 1990 requires that operators of fixed route transportation
services provide complementary paratransit services for individuals
unable to use fixed route systems. Recognizing the need
for such public paratransit service, the Allen County Regional
Transit Authority (ACRTA) has
developed the Uplift Program. The Uplift Program provides
the mobility limited in the Lima Urbanized Area with curb-to-curb
transportation services.
