Fair housing has been an emphasis of governments at all levels following the Civil Rights Act of 1968. Since its enactment, discrimination in the sale, rental, financing of housing on the basis of race, color, familial status, religion, sex, physical/mental disability, marital status or national origin has been illegal and penalized by civil penalties up to $100,000. West Ohio Community Action Partnership 

WOCAP was founded in the early 90s to serve low-income families in Allen County. As the agency evolved, it has developed programs in several areas including fair housing. WOCAP has worked in partnership with the Regional Planning Commission to produce a  brochure, Check Your Home, for residents in housing market .  The information is intended to help, especially, first time renters and buyers to better evaluate their future homes. 

An Analysis of Impediments was first adopted by the city of Lima and Allen County in 2013. The AI is designed to be an extensive analysis of housing stock with a detailed view into socio-economics and the details of community demographics. The report focused on regulatory barriers, lenders, tax policies and equity in the real estate industry.
